Dr. Ismail Bulent Ozcelik was born in Ilgin district of Konya in 1972. He went to Aksehir Yildirim Primary School and Aksehir Ataturk Secondary School. He began his high school education in Kayseri Science High School and completed it in Aksehir High School from where he graduated. He began to study in Medical School of Istanbul University in 1989 and graduated in 1995. He joined the Clinic of Orthopedia and Traumatology in Sisli Etfal Training and Research Hospital in 1996. He completed specialism in 2000.

In 1996, he joined the Microsurgery Course of Sisli Etfal Hospital. During his specialism between 1996 and 2000, he worked in Hand Surgery Department of Aksaray Vatan Hospital.  Between 2000 and 2005, Dr. Ozcelik continued to work for Sultanciftligi State Hospital and it was in 2003 when he began to work together with IST-EL Hand Surgery, Microsurgery and Rehabilitation Group. Resigning from his governmental post in 2005, Dr. Ozcelik began his new post in Private Gaziosmanpasa Hospital’s Hand Surgery and Microsurgery Unit together with IST-EL Hand Surgery, Microsurgery and Rehabilitation Group , and he still continues with his office here. In 2007, he received education on wrist arthroscopy at German Clinic für Handchirurgie Bad Neustadt an der Saale for a while. Dr. Ozcelik is a member of following associations;
